Have you ever wondered why things happen the way they do in your community? How decisions are made, who is involved in making them and how you can have a voice in the process?
The Leadership Collective is designed to help emerging and established leaders understand how Waxahachie works and how they can play a contributing role in its future. Participants will learn how local decisions are made, how to navigate the systems and processes that move ideas forward, and how to communicate effectively with the people responsible for making things happen.
Throughout the program, participants will meet community, business and civic leaders, understand the roles they hold, and build the knowledge, relationships and confidence needed to become more involved and influence positive change. The program is not only about understanding today’s systems and meeting decision-makers, it is about preparing participants to step into leadership roles and help shape the decisions that will affect Waxahachie’s future.
Formal leadership titles or previous civic involvement are not required. What matters is curiosity, commitment, a willingness to grow and the determination to follow through.
Participants will strengthen their leadership capabilities, work alongside people with different experiences and perspectives, and complete a team project that gives them hands-on experience becoming the leaders who build Waxahachie.

The Leadership Collective is presented by the Waxahachie Chamber of Commerce and combines professional leadership development, practical community education, meaningful relationships and hands-on experience.
Waxahachie will serve as the program’s primary real-world learning environment. Participants will examine how leadership, relationships, organizations and local systems work in practice, then learn how to apply those lessons within their own businesses, teams, boards, nonprofit organizations, communities and other areas of influence.
Participants do not have to live in Waxahachie. The program may be especially valuable for professionals whose work, customers, employees or responsibilities extend into multiple communities. While the program’s experiences and community projects will be centered in Waxahachie, the leadership skills and practical knowledge developed through the program are intended to be applied wherever participants lead.
This is not simply a networking program or a series of community tours. Every speaker, visit, activity and experience will be selected to support a leadership-development purpose and help participants understand how people work together, how decisions are made and how worthwhile ideas move forward.
The Leadership Collective is designed for people who want to grow as leaders, better understand how positive change happens and accept greater responsibility within their areas of influence.

Applicants do not have to live in Waxahachie. They should, however, have a meaningful connection to Waxahachie or a genuine interest in learning about and contributing to the community.
The program’s experiences and projects will be centered in Waxahachie, but its leadership principles are intended to be carried into every setting in which participants live, work, serve and lead.
Throughout the program year, participants will:

Receive professional leadership development, coaching, feedback and practical guidance

Learn who is responsible for different areas of community life and how boards, organizations, partnerships and local processes affect an outcome
Gain practical insight into Waxahachie’s growth, development and decision-making processes

Apply leadership skills through real situations involving teamwork, communication, delegation, accountability and problem-solving
Identify a meaningful way to continue serving or leading after graduation
Throughout the program year, participants will:

- Gain practical exposure to emerging tools, including artificial intelligence, and explore how they can support leadership, communication, decision-making and project work
Receive professional leadership development, coaching, feedback and practical guidance from a dedicated executive Leadership Coach who will be involved throughout the program year
Be paired with a Waxahachie Chamber board member who will serve as their Board Partner throughout the year

Program tuition is $1,500 per participant for Waxahachie Chamber members; $1,800 per participant for non-members.
Tuition supports leadership instruction, program materials, scheduled meals, activities and experiences provided throughout the program year.
Payment will be due before the opening retreat. Applicants should indicate whether tuition will be paid by the participant or by an employer or sponsoring organization.
Travel to and from regular program activities is generally the participant’s responsibility unless group transportation is specifically provided.

Selected participants will be notified following the application review process. Tuition must be paid by the established deadline to secure a place in the class.
The leadership curriculum is being developed in collaboration with the program’s professional leadership faculty. The curriculum will build throughout the year and connect leadership principles with the real situations participants encounter in their businesses, organizations, teams and community projects.
Leadership development is expected to address broad areas such as:
Self-awareness and understanding others
Communication, relationships and influence
Leadership responsibility and accountability
Teamwork and organizational culture
Conflict and difficult conversations

Collaboration across businesses, organizations and communities

Specific topics and assignments may be adjusted as the professional leadership faculty completes the curriculum.
Waxahachie will serve as the program’s primary learning environment. Participants will gain firsthand insight into how businesses, nonprofit organizations, local government and community partners work together, how decisions are made and how ideas move from conversation to execution.
Carefully selected speakers, visits and field experiences will help participants examine real leadership challenges, relationships, processes and decisions.
The purpose is not simply to learn facts about Waxahachie. Participants will learn how to ask the right questions, identify the appropriate people and organizations, build support, navigate processes and apply those lessons within their own businesses, organizations and communities.
Participants will explore questions such as:
Who needs to be involved?
How are decisions made?
Which people, boards, organizations or processes affect the outcome?
How can leaders build support for a worthwhile idea?
What commonly prevents progress?
How can people work across different organizations and perspectives?
How can a leader turn an idea into realistic action?
Participants will work in teams to plan and carry out a project that creates meaningful value for Waxahachie.
The project is not simply a community-service assignment. It is the practical setting in which participants will apply what they are learning about leadership, teamwork, communication, accountability, decision-making, conflict management, delegation and project execution.
As teams develop their projects, participants will be introduced to community leaders with knowledge, experience or responsibility connected to what they are trying to accomplish. They will learn:
Who needs to be involved
Which organizations, boards or committees influence the issue
How relevant processes and approvals work
Where to find accurate information and appropriate contacts
How to build support and form productive partnerships
How to move an idea from discussion to realistic action
These relationships and lessons can become invaluable as participants continue leading in their businesses, organizations and communities.
Teams will present their work during the final program session and graduation in May.
One of the strengths of The Leadership Collective is the guidance participants will receive throughout the program year.
The program will bring together experienced leadership coaching, professional development and practical community knowledge. Participants will have support as they strengthen their leadership skills, work through challenges within their teams and apply what they are learning through their community projects.
Program leadership will help participants:
Better understand themselves and the people they lead
Work effectively with different personalities and perspectives
Strengthen communication, teamwork and accountability
Navigate conflict, obstacles and difficult conversations
Think strategically about decisions and next steps
Understand the people, relationships and processes that help move ideas forward
Apply leadership principles within their projects, businesses, organizations and communities
The purpose is not to solve problems for participants. It is to coach, guide and challenge them as they learn to lead people, navigate real situations and turn worthwhile ideas into action.
Each participant will be paired with a participating Waxahachie Chamber board member who will serve as their Board Partner throughout the program year.
The relationship will function much like a mentor-mentee partnership. Board Partners will check in regularly, discuss what participants are learning, offer guidance, encourage accountability and help connect participants with people or resources when appropriate.
Board Partners will not complete the work for participants or direct their projects. Their role is to provide an experienced perspective and help participants make the most of the program.
The goal is for every participant to develop a meaningful relationship with an established business or community leader who is personally invested in their growth and success.
The Leadership Collective will be supported by a Program Advisory Team composed of business and community leaders who will provide practical guidance, accountability and support throughout the program year.
Advisors may assist with program planning, participant engagement, project guidance, budget oversight and connections to appropriate community resources. Their role is to help protect the quality and purpose of the program while allowing participants to remain responsible for their own leadership growth and project work.
The Leadership Collective requires more than attending one program day each month. Participants should be prepared to make the program a priority and contribute fully to the experience.
Participants are expected to:
Attend the required two-day retreat
Attend and actively participate in regular program days
Arrive prepared and remain engaged
Complete requested preparation or assignments
Participate consistently in project work outside regular program days
Communicate responsibly with classmates, project teammates and program leaders
Receive feedback and remain open to personal growth
Contribute to a respectful and productive class culture
Apply what they learn within their businesses, organizations and communities
Identify an impactful leadership or service commitment to pursue following graduation
The retreat is required. Participants may miss no more than two regular program days to remain eligible for graduation, except when an extraordinary circumstance is reviewed and approved by program leadership.
Applicants should review all program dates before applying and confirm that they have the support of their employer and family.
The Leadership Collective is intended to create lasting involvement, not simply recognize participants for completing a nine-month program.
Before graduation, each participant will be expected to identify an impactful way to continue serving or leading. This may include pursuing a position on a board, joining a committee, volunteering with an organization, supporting a community initiative or accepting greater leadership responsibility in an area that fits the participant’s interests and abilities.
Program leaders, Board Partners and community connections may help participants explore appropriate opportunities. Participants will be encouraged to select commitments that are meaningful and realistic.
The goal is for each graduate to leave with stronger leadership skills, a clearer understanding of how to move ideas forward, valuable relationships and a practical next step for putting those resources to work.
Meet the Program Leadership

Julie Farrar
Program Director
Julie Farrar leads The Leadership Collective for the Waxahachie Chamber of Commerce, bringing extensive experience in leadership development, community engagement, and relationship building. A former vice president of the Chamber, Julie founded and led Leadership Ellis County, a nine-month regional program that connected emerging leaders with the people, organizations, and issues shaping their communities. Through her company, Elevate & Connect, she now works with businesses and organizations to strengthen community relationships, develop partnerships, and create opportunities for greater involvement and impact. A fourth-generation Ellis County native, Julie is committed to helping participants build the knowledge, confidence, and connections needed to become the leaders who build Waxahachie.

Kevin Strength
Community and Program Leadership
Kevin Strength brings extensive knowledge of Waxahachie, public service and community leadership to the program. His experience as a former mayor and firefighter provides valuable insight into local government, community relationships, public responsibility and leading through growth and change. Throughout the year, Kevin will help participants better understand Waxahachie’s current and future development, the people and processes involved in local decision-making and how leaders can move ideas and projects forward.

Dr. David Deviney
Leadership Development and Self-Awareness
David features a diverse and accomplished career that spans the nuclear industry, management consulting, and academia. Recently, he supervises various thesis researchers at LCC International University in Klaipeda, Lithuania, after a 24-year tenure as a professor of management at Tarleton State University. With 22 years in the nuclear power generation sector, David held various senior management positions focused on quality assurance and change management. Over the past 38 years, he has also excelled as a consultant, helping organizations navigate change, reduce workplace injuries, and enhance supervisory and management skills. His impressive client roster includes renowned companies such as PecoFacet, Chevron, Saint-Gobain Abrasives, CertainTeed, 3M, Boise Cascade, Texas Electric Cooperative, Gerdau, Baltimore Gas & Electric, and Monsanto Chemical Co. David has written numerous research papers and training manuals, including the book "Outstanding Customer Service: Key to Customer Loyalty." He earned his undergraduate degree and MBA from Tarleton State University, followed by a Doctorate in Business Administration from Nova Southeastern University. Outside of his professional endeavors, David has been happily married to Mary Alice for 44 years and is the proud father of four daughters.

Ricardo Miller is the founder of Effective Living LLC, where he serves as a leadership and life management coach, equipping individuals, organizations, and teams to maximize their potential through intentional leadership and personal growth. With more than 27 years of leadership and ministry experience, Ricardo is a sought-after speaker, executive coach, and trainer known for developing leaders who create lasting impact. He serves on the Red Oak City Council, is an active member of the Rotary Club of Waxahachie, and is the founding pastor of The Study in Red Oak, Texas. A native of Nassau, Bahamas, Ricardo frequently conducts business there and is a weekly radio personality. He and his wife, Karen, have two children, RJ and Grace.
